  • Beskrivelse: Documentary film with fictional elements. The subject of the film is the economic and social reconstruction achievements of the state of Lower Saxony from 1946 to 1950. These are illustrated primarily by annotated documentary footage and graphics, with the reports embedded in a frame story that introduces and structures the retrospective: On the occasion of a birthday, a small circle of dignitaries meets, an illustrated book about old Hanover is presented, memories are awakened. The subsequent pictures of Hanover destroyed by the war are then used as an occasion to review the reconstruction efforts of recent years. The following aspects are discussed in detail: the construction of housing and roads as well as the development of traffic; the economic power of Lower Saxony in comparison with the rest of Northern Germany; the problem of taking in and integrating refugees, homeless young people and returnees; aid for the war-disabled and general health care; reconstruction efforts in agriculture through rationalization and extensification of farmland (e.g., moorland drying); the development of the city's economy; the development of the city's economy in comparison with the rest of Germany.
